On 29 May 2024, Prime Minister Masrour Barzani presided over a session of the Kurdistan Regional Government (KRG) Council of Ministers, with Deputy Prime Minister Qubad Talabani in attendance.

During the session, Fahmi Burhan, head of the Board of the Kurdistani Areas Outside the Region, presented a comprehensive report on Article 140 of the Iraqi Constitution. The report focused on the future of these areas and their potential return to the Kurdistan Region. Burhan emphasised the need for urgent measures to normalise the administrative, security, and military situations in these areas and to dismantle the abhorrent process of Arabization.

The Council called for the normalisation of the disputed areas and urged an end to military presence, halting all violations and aggression against civilians. They stressed the importance of resolving disputes within the framework of the Iraqi Constitution, specifically Article 140.

Additionally, the Council established a ministerial committee to review the draft roadmap of the Board of the Kurdistani Areas Outside the Region. This committee will develop implementation plans for the land issue in these areas, which is a priority for the cabinet and central to the Kurdish liberation movement throughout history.
